Final accounts drift. Averages lie about how much.

Outturn cost is heavy-tailed: most jobs settle a few percent over contract sum, a handful settle thirty percent over — and the mean tells you almost nothing about which yours will be. Quanta measures drift on real closed projects and prices the tail, not the average.
